The Facilities and Planning Department identifies the need for new schools, determines school site locations, plans and constructs modernization projects and additions to existing schools, and builds new facilities as approved by the Board of Education. The department is also responsible for securing state funding for new school construction and modernization projects  through the School Facility Program, enrollment projections, school attendance boundaries, and the collection of school-related taxes and impact fees.

Public Notice

Elk 魅影直播 Unified School District is releasing a Proposed Mitigated Negative Declaration for the Grantline 208 Elementary School project in Rancho Cordova, CA. Pursuant to the California Environmental Quality Act, the following documents are available for a 30-day public review period. Measure N: Facilities Funding for Elk 魅影直播 Unified School District Facilities

Measure N will be on the November General Election ballot.
 
On November 5, 2024, voters in Elk 魅影直播 Unified School District will be asked to vote on Measure N to provide critical funding for school resources and safety improvements at schools across the district.
 
Facility improvements and upgrades will be funded through property tax assessments. Measure N will levy a yearly fee of $34 per $100,000 assessed value.

Measure M: Joseph Kerr Middle School Modernization
  • The multi-year campus modernization project is currently in Phase 4. All modernization work is estimated to be completed in Summer of 2025.
  • Phase 4 is estimated to cost $20 million and includes the demolition of two classroom buildings to make way for new classroom buildings to be constructed.
  • Demolition of the two buildings began August 19, 2024 and is estimated to be complete by September 30, 2024.
  • The new classroom buildings will house general education, visual & performing arts, and vocational classrooms.

As part of our commitment to maintaining the quality of education in neighborhood schools, the Elk 魅影直播 Unified School District (EGUSD) has developed a comprehensive districtwide Facilities Master Plan (FMP) identifying all of our school facilities needs—including PreK-12 classroom structures, building systems, educational technology, and related school facilities. Our FMP is the blueprint for smart investments in our educational infrastructure.
 
The Facilities Master Plan 2025-2035 expands and builds upon past plans first developed, in use and regularly updated since 1974.

Development School Impact Fees

Background
In the state of California new school construction projects are funded on a 50/50 State and local school district matching basis through the School Facility Program (SFP), which was established in 1998.  Districts that can establish a need by completing an annually updated and  are authorized to collect school impact fees on new residential and commercial/industrial development in accordance with  and . The development school impact fees are intended to provide the local school district’s 50% share of the cost of new school construction. 
 
Payment Process
Please note that pursuant to , our local building departments may not issue a building permit for any construction within the District’s boundaries until the District has executed a Certificate of Compliance indicating that the developer has paid the required school fees. 
  • A Certificate of Compliance Form must be signed by the Building Department (Part II)
  • The applicant completes Part I and submits the Certificate of Compliance Form to Elk 魅影直播 Unified School District’s Facilities and Planning Department with the appropriate fee payment.
  • The District will complete Part III and certify on the form that payment has been made.
  • The applicant submits a copy of the completed Certificate of Compliance to their Building Department to obtain a building permit.
 
Fees must be paid in the form of check, money order or cashier’s check. The District does not accept cash, credit or debit cards for developer fees. If you have any questions regarding the fee payment process, please contact (916) 686-7711.
Current Rates
Residential development = $7.17 per square foot (effective July 17, 2024)
Age-Restricted Communities / Commercial development = $0.84 per square foot (effective September 16, 2024)
Rental Storage Facilities = $0.16 per square foot (effective September 16, 2024)

Measure M

In November 2016, voters residing within EGUSD overwhelmingly voted to pass Measure M, the District’s first ever general obligation school facilities bond measure. Measure M will provide EGUSD students and the community with $476 million in critical improvements to existing school buildings and grounds.

Mello-Roos Tax Information

Mello-Roos Tax Information

In April 1987, nearly 75% of voters in Elk 魅影直播 Unified School District approved a $70,000,000 bond to help finance schools and related facilities. By approving this measure, the voters authorized District administrators to sell bonds and agreed to a Mello-Roos special property tax assessment for repayment of the bond debt. In March 1998, an additional $205,000,000 bond amount was approved by more than 80% of voters. The current rate and method of assessing the special tax is available here. 
 
The special tax is levied against all taxable land within the District until all of the Mello-Roos bond debt has been repaid. Residents of the District who are at least 65 years of age or disabled have the option of applying annually for a 70% reduction in the amount of the special tax.

Senior Citizens/Disabled Persons Tax Reduction Information

Senior citizens or disabled persons may apply for a 70% tax reduction of the Elk 魅影直播 Unified School District’s Mello-Roos Tax (levy #0155).
 
In order to qualify for the reduction, a person who is at least 65 years of age or fully-disabled must occupy the home, and there can be no school age children residing there.  New applications and the required annual renewal of existing applications will be processed April 15th – June 30th each year.
 
For new applicants:  You may request to have an application for this tax reduction mailed to you, or a copy of the application may be downloaded hereNote: Please keep a copy for your records. 
 
For those currently receiving this reduction: Each year in April, a courtesy reminder notice will be mailed to individuals who are eligible to renew their reduction. Once this reminder letter is received, reductions may be renewed by phone at (916) 686-7562, by email at schooltax@egusd.net, or by mailing the renewal form to:

Storm Water Management

Storm Water Management

The District has a Storm Water management program that complies with the California Regional Water Quality Control Board. The Storm Water Management Program seeks to reduce the dumping of water from school sites into streams, lakes and rivers within the District. Safe Routes to School Logo
The District’s Safe Routes to School (SRTS) Program supports staff, parents and students in their efforts to increase safe walking and biking at individual school sites. EGUSD has promoted SRTS since 2002. Today, all EGUSD elementary schools celebrate Walk to School Day on the first Wednesday in October each year. Many other schools organize SRTS programs throughout the year like walking school buses, remote drop-off, bike rodeos, and bike helmet safety education.

Educational Specifications

High quality educational instruction results from many interdependent factors. One of those factors is the design and functionality of the facilities in which learning and teaching occurs. Elk 魅影直播 Unified School District is committed to providing school facilities that meet the demands of 21st century learning, preparing successful college- and 魅影直播-ready graduates.
 
In addition to continually identifying the need for new school construction, EGUSD is engaged in a comprehensive effort to renovate and modernize its schools. In recent years, a significant foundation for this effort has been laid with the 2015-2025 Facilities Master Plan Update and the passage of the Measure M general obligation bond measure. To further guide this work, Educational Specifications have been developed by and with stakeholder input, including community members, the EGUSD Board of Education and more than 200 district teachers and staff. Approved by the Board of Education in February 2019, the specifications “reimagine” the district’s classroom, community, and outdoor spaces. Click on the link below to learn more.
